The Cybersecurity Innovation and Development Grant supports companies developing innovative products and services in the field of cybersecurity. The measure is implemented by the Estonian Business and Innovation Agency in cooperation with the Information System Authority and is co-funded by the Digital Europe programme.
The grant is designed to strengthen cooperation between cybersecurity companies and research or development partners. It is aimed at projects that involve innovation and development activities, including proof of concept work, prototyping, testing, technological component development, product trials, industrial experiments and feasibility studies. Eligible projects may focus on cybersecurity automation, the use of artificial intelligence in cybersecurity, quantum-resistant cryptography or cybersecurity solutions for space technologies.
Applications are open from 12 January 2026 to 15 December 2026 and are reviewed on a rolling basis. The grant amount ranges from €60,000 to €100,000, with total funding of €1.5 million available. Project activities must involve a partner and must take place within the European Union or the European Economic Area.
The grant is intended for companies registered in the Estonian Commercial Register whose business activity is related to cybersecurity products or services. The applicant’s principal activity must fall within EMTAK 2025 division K, covering telecommunications, computer programming, consultancy, computing infrastructure and other information service activities.
Support may also cover activities connected to certification, standardisation, metrology, intellectual property protection, technology-based product development advice and the involvement of doctoral-level expertise. Depending on the aid category and company size, the support rate may range from 25% to 70%.
For companies working at the intersection of cybersecurity, artificial intelligence and advanced technology, the measure offers a structured way to reduce development risk, deepen R&D cooperation and move towards higher value-added products and services.
