The information environment starditoetus.ee, created by MTÜ Kokkuhoid, helps early-stage entrepreneurs understand how well their plans may fit the typical expectations of the grant.

The start-up grant is aimed at helping young companies with growth potential increase revenue, create jobs and develop more structured business models. A new feature of the round is that artificial intelligence will be used to support the assessment of applications, while the final funding decision will remain with EIS.

The main grant conditions remain broadly unchanged. The total project volume, including self-financing, is 25,000 euros, of which the grant covers 20,000 euros. Most of the support, 15,000 euros, is paid after the funding decision and the creation of a job, while the remaining 5,000 euros is paid at the end of the project if the company meets the required revenue and employment targets. The total budget of the round is 5 million euros, allowing support for up to 250 projects.

At the centre of starditoetus.ee is a readiness calculator that gives entrepreneurs an initial indication of how their business idea, team, financial preparation and growth plans align with the typical requirements and assessment logic of the grant. The result is not an EIS decision and does not replace mandatory pre-counselling, but it can help applicants identify possible weak points before they invest time in preparing a full application.

Before submitting an application, entrepreneurs must complete mandatory pre-counselling at a regional development centre. This stage requires a prepared business plan, financial forecasts and CVs of shareholders and management board members. The written and signed preliminary assessment received from the centre is a required attachment to the application.

The start-up grant differs from the former 6,000-euro business start-up support in one important respect: the applicant must already have an established company. This makes preparation more demanding. Applicants are expected to demonstrate a clear business model, market understanding, realistic financial planning and the ability to implement the project.

According to Emeri Saluveer, board member of MTÜ Kokkuhoid, the disappearance of the earlier smaller start-up support makes the first step into entrepreneurship more demanding, but also more substantive. “The start-up grant requires an already established company, a clear business model and growth potential. This means that applicants are expected to prepare more thoroughly than before,” Saluveer said.

She described the start-up grant as, in practice, a test of business plan quality. The assessment considers the logic of the business model, market and competitor analysis, marketing plans, the realism of financial forecasts and the team’s ability to deliver. A good idea alone is not enough. In her view, entrepreneurship training can play a direct role in helping applicants meet these expectations, especially when it comes to understanding markets, cash flow, cost structure and risks.

The grant is intended for companies that have operated for up to three years. The company may have fewer than ten full-time equivalent employees, and its revenue must remain below 40,000 euros both in the previous financial year and as of the end of the quarter preceding the application. Additional restrictions apply to shareholders and board members who have been involved in companies operating in the same field during the previous 12 months.

Supported companies must demonstrate growth potential. By the final year of the project, companies operating in the Tallinn and Tartu urban areas must reach at least 80,000 euros in revenue, while companies elsewhere in Estonia must reach at least 40,000 euros. At least one full-time employment contract position must also be created, with a salary of at least the statutory minimum wage.

Applications that meet the formal requirements will be assessed according to selection criteria covering the justification of the project, cost-effectiveness, the applicant’s capacity and alignment with the objectives of the Estonia 2035 strategy. AI will support the assessment process, but the final decision on funding will be made by the implementing body.

As EIS prepares to open the new start-up grant round, starditoetus.ee gives entrepreneurs a practical way to assess their readiness before preparing a full application.

[186,124,125,126,128
191,187,192,138,195,190,194,193,189
post-8955","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-ai","category-business-plans","category-funding","category-grants","category-innovation","tag-ai-assessment","tag-business-plan","tag-early-stage-companies","tag-eis","tag-entrepreneurship","tag-financial-forecasts","tag-readiness-calculator","tag-starditoetus-ee","tag-start-up-grant
["GET
